My cousin drove us down to Dresden about the time that UNESCO was warning the town's citizens against approving a new bridge, and so we understood firsthand the need for adding the bridge. The town is (now, was) a World Heritage Site, as designated by the UN body, and improving the quality of life for those living there -- and for those passing through as tourists -- was a apparently a no-no.
