Headline writers are a special kind of editor, one's whose sole purpose in the newsroom is to condense an entire article into a single sentence, nay, even a sentence fragment.
Sometimes, however, it appears that they become confused, although I am not sure why. They've read the entire article written by their higher-paid journalist partner, and yet are unsure of its content. Their headlines question.

ABC News: Why isn't Afghanistan an election issue? Because Bush is not president.
Business Standard: Noble cyber-jedi or activist with a misguided agenda? Neither; a power-hungry publicity whore.
San Francisco Chronicle: Will fashion industry turn on Naomi Campbell? No.
Benzinga: Germany Grows, But What About the Rest of Europe? RoE will suffer increasing suffocation by Eurocrats.
