This morning comes news that the low-cost leaders in CAD software are updated.
IntelliCAD v6.6 is now faster at handling larger drawings.
TurboCAD v16.2's Drafting Palette creates associative 2D sections of surface and solid models, including xrefs. It automatically scales dimension values to account for different scale factors used in sections and fragmented views. Fragmented views update as circle sections move.

I have been using CMS IntelliCAD 6.6 since June 2009. I am not sure what IntelliCAD 6.6 has been released yesterday. I asked the ITC but have not received a reply as yet.
