Russia was very hot (or "cool") in the years following the collapse of communism. The first McDonald's (placed by a Canadian), the first FedEx deliveries...
"the first FedEx deliveries..." I saw that movie with Tom Hanks in it.

Russia has mandated installation of its own Linux derivative in every school in the country, and its leaders have set policy designed to reduce dependence on US software (specifically on Microsoft) and encourage widespread adoption of free and/or open source software.
I don't see that as much of a business prospect.
