My Office 2.0 Setup has a list of browser-based applications for many categories. For drawing, it lists the following apps:
Gliffy
ajaxSketch
Aviary
chartAll.com
Cumulate DrawProjectDraw (Autodesk)
Floorplanner
Flowchart.com
GraphSomething
Imagination Cubed
LiThA-Paint
OrgPlus LIVE
skrbl
Swivel
I'm haven't checked these out, but assume they are diagramming programs, not CAD software.
The other category that may be of interest to CAD users is Document Manager. The following are listed:
Koral
Blinksale
Bubbletop
ContractPal
docHarbor
docstoc
DocuSign
EchoSign
FreshBooks
Huddle
Invoice Place
PebblePAD
Scribd
Sertifi
ShareMethods
SimplifyThis
I've been regularly using floorplanner.com which is basically a simple online 2D/3D CAD package for creating floor plans. Nice thing is that these plans be shared while containing some interactive features like placing and moving around furniture elements.

You should also consider Project Draw which is the successor to Cumulate Draw at http://draw.labs.autodesk.com/.

Thanks for the mention of Gliffy. We are indeed a diagramming program many CAD users access. Let us know what you like and what you'd like to see improved!
Thanks,
Debi K at Gliffy Dot Com
