From French News:
[Bernard] Charles, who has taken Dassault Systèmes into a position of global leadership in the computer-aided design software market, said in a widely commented interview in 'Le Monde' newspaper, that it is not by putting a billion euros on the table and creating an agency that you create entrepreneurs.
The French government is funding business think-tanks -- called "poles" -- to leap ahead in technology. No surprise, it's not working.
Charles is the son of his father... Let's say he doesn't need billions to succeed, he had already the money when he was born. Good for him. His comments may apply to his position but not to others who need money to start something.
Too early to say poles did not work, we'll see that when they will really start.
